Set up Python development tooling and repo-local agent workflows for Quorum.

Changes

Require Python 3.14 and configure Ruff, strict mypy, and Flake8 with wemake-python-styleguide.
Add Quorum-specific issue and PR skills with shared label conventions, issue sizing, and optional Mermaid diagrams.
Check in five downloaded skills and their source hashes in skills-lock.json.
Share .agents/skills with Claude Code through the relative .claude/skills symlink.
Correct the license author name.

Validation

The STE linter's built-in self-test passed.
Both custom skills passed the skill validator.
Python syntax, TOML and INI configuration, skill JSON and YAML, and the Claude symlink checks passed.
git diff --check passed.

Review guidance

Start with pyproject.toml and the create-issue and create-pr skill entrypoints. Most of the diff is the downloaded skill documentation and its supporting files.
