Owner

Owners need to stop new testing while retaining past work and already published commitments. Add an owner control and a visible closed status.

Acceptance criteria

Only the material owner can close or reopen the question set under current account permissions.
Closed material cannot be used for a new test. Existing unpublished drafts using it cannot be published until reopening.
Already published tests continue with their registrations and participation workflows.
Closing preserves previous tests, familiarity, acknowledgments, history, and previously published visibility.
Reopening permits new tests again. Closing is not deletion or a return to private visibility.

Validation

Race closure against draft publication and new-test creation using independent PostgreSQL connections. Assert an authorized ordering without publishing a newly closed set. Check that closing an already published set preserves its participants and history.
